Agreement of previous minutes.
The previous minutes are carried with one abstain.

JOTI ( see minutes last Council meeting ).
Roger-uk has had an email from Tita that he wants to carry on.
Roger-uk has mailed Holgi and asked him that all NJO’s be advised that we need any special arrangements to be made 30 days before JOTI. Holgi has done thins. But he did it on the team list not to the NJO’s. Roger-uk will remind Holgi to send an email to the NJO’s.
Tita is working on BOT Team and arrangements, has got coordinators as last year.
BOT team is not sorted yet, Tita must contact Megalive for that. BOT Team is still part of Tech Team. CC/RC’s need to know soon about BOT Team. Because people are already working on their own bots.
BOT Team need to be sorted within 10 days. It is priority now. Roger-uk will send an email about this to Tita and Megalive.
Tita has sent an email about coordination to Roger-uk. Roger-uk did not receive that email.
The email was: Tita must send out an email to all CC/RC’s ( as they can translate and forward to their JOTI-CO’s ) with all their things what they want during JOTI and if there are special demands. Here for I hope we can skip actions like last year with creating whole language channels and “crisis” during JOTI. What you ask we are going to deliver ( as long as it is real ). If you do not ask for things or come in the last 2 days, sorry but then we cannot help you.
After a discussion if that is reasonable, because ops need to be trained soon, we expect all requests for channels etc to be in within 4 weeks of JOTI. Asking during JOTI is not reasonable.
We have 3 months to advise all users, NJO’s, CC/RC’s of requirement. If cannot be done in that time one can wonder if it should be accommodated.
Tita will see when Tucker is available again that Help and Training Team can do the courses and that everybody is ready for JOTI.

Progress elections USA.
After quite a discussion, it has been voted on that AK-Eagle and Fox will be joint CC’s and Rae-Rae their deputy to work to get more users with a view to an other election in 12 months. There we 10 yes and 3 abstain.

Progress Tech Team.
It is a pity Megalive could not attend to this meeting. Roger-uk is concerned at the lack of members of Tech Team and their method of recruiting new members.
At the moment there are 4 active Tech Team members; Megalive, Boomer, Webrat, Danscout. Acoster is sometimes active sometimes not. Nairobi is away at university.
Roger-uk will speak about this to Megalive.
This item will be postponed to next meeting.

Progress elections Argentina, Central America/Caribbean, Bolivia and South America.
Bogote is trying to reorganize the users from countries that speak Spanish and participate in #Espanol.
Currently there are 3 countries with a CC: Peru, Venezuela and Mexcio.
So it is recommended to add 2 regions; South America ( includes all countries of South America except those who have a CC ).
Central America ( includes all countries from Central America, Caribbean, Spain and users who speak Spanish from other countries ).
If Council agrees Bogote will start the election process for these regions immediately
There are no objections so Bogote and his team can move on.

Proposed idle rules

( See email of 30th May 2009 at Team List ). Are there still things need to be done? Or can we make them clear to everybody? Asking Emily to make a final proposal?
What Emily has done is great! It is a good consensus and should be acceptable to everyone.
Can we vote to accept and ask Emily to make a final version? Final version can be accepted via poll.
Carries unanimously. Roger-uk will give her out vote of thanks.

Aerolife: has a new deputy; acid-vega

Coxswain: the first international rover moot during Arab rover moot in sultanate of Oman is coming up. Info has been sent by email. They will use #Arabics and team speak.
Jabiru: says Asia Pacific region air-internet Jamboree is coming up. Info was sent by email. He does not think it will be a big thing for Scoutlink. Their website has not been updated for ages.
Judy: wont be able to attend August Council meeting because she will be at camp in Iceland.
Juham: wont be able to attend August Council meeting because he will be getting his Wood Badge at camp.
Tinge: will be doing web café /security class at the National Danish Jamboree form the 15th of July. If there are problems with users, please do not gline them, get in touch with me.
