Agreement of previous months minutes.
Agreed, with 6 abstain due to not reading or not have been present last meeting.

CC elections USA.
USA elections have been done. But Roger needs to do a report to Council for decision and poll. There are problems with registered voter numbers and the votes.
We need an USA CC but we may have to do so on temporarily basis whilst they seek to build up their numbers. Roger will get this done this weekend and get mail off to everyone.
Council agrees.

Poll change of meeting time.
There has been a poll about changing the Council meeting time.
There are 7 in favour of keeping this time.
There are 5 in favour of switching times.
So we keep this time ( 14.00 hrs GMT ) and we say sorry to the people Down Under.
Nor everybody likes the results but that is democracy.

JOTI ( JOTICo and Botteam ).
We hoped Tita would have been present. He has been sent am agenda for this meeting, but he did not response.
It is already May and nothing much has been done yet. We are concerned. Roger is going to send an email to Tita. We like to have Tita as a coordinator, but if he can not do it, we need a new coordinator urgently.
Botteam is Tech Team.

Tech Team ( activity, new members, task list ).
And Botteam.
We are concerned about Tech Tam. It is small in numbers and the coordinator is not much online. TTC doesn’t have to be online but active and contactable. ( That he is ).
TT members are seldom online as well. That is quite annoying when you need one.
We think, members not being online might because of lack of numbers and new blood.
Webrat is the newest in TT. He is quite regular online.
We need to ask TTC to get 2 new members in TT.
Roger will get in touch with TTC about this. And if needed, he will ask Radar to translate in Dutch.
We also heard about a veto which any TT member can use at a new TT member. We do not think that is very Scoutlike, but that is for TTC to sort out. We do think that they will find out themselves that a veto will not get them any new TT members.
TT is Tech Team.

Elections Argentina, Central America/ Caribbean, Bolivia and South America ( who will take care of this and do they all have 10 regulars? ).
Thinking that all those countries/regions need a CC/RC there should be elections. If they have enough regulars.
Saleiro, Bogote, Anamartha, AK_Eagle, Nanoman and Dougly are going to sort out a plan for elections and let council know by email.
If countries do not have 10 regulars, then they will be part of the region South America.
Council hopes that this all has been done by the Council meeting of July.

There seems to be host masks which are not very Scoutlike.
Council votes ( 2 no, 8 yes ) for sending an email to team list to remind every IRCop their host mask should be decent and complies with their Scout promise.
