1. Scoutlink Neckerchief
The Global council accepted the idea of a neckerchief for Scoutlink. Colors will be gold and blue ( at this point the official colors of Scoutlink ) ; first amount of them will be produced in uk by ETC ( Ewan Crowford )
the design is the blue and gold of scoutlink badge with the badge sewn or embroidered on the back. The "official" specs (size, shape, pantone colour codes ) will be published in the Scoutlink webpage so countries that would like to produce them can use the same design. That will allow the neckerchiefs to be made more cheaply. ( no shiping costs or currency conversion ) ;

2. Long Nicks
The Global Council decided to reduce from 20 to 12 the max number of characters of long nicks used on Scoutlink Network 

3. Where communication takes place
Basically here is one of the unsolved problems of Scoutlink; the idea is that communications should be in one list only ( i.e TheTeam ). Sometime Theteam is abused with the result we sometime have hundreds of e.mails made with only a yes or a no or two lines max; to the other side using TheTeam list is absolutely necessary for the managing of our network. There are still many idea on this field so TheCouncil once got this decision: agenda will be published atleast1 week before meetings on Council and TheTeam list. When somebody ( CC's, users, chanops, globals, ircops ) wants to add items to the agenda the best thing is to prepare a short comment about the item proposed that will be attached as a note at the end of the agenda. 

4. Works in progress: website, scoutlink general sheet, scoutlink rules sheet, TechTeam situation
* Website: please take a look at the Elias e.mail ( Date: Mon, 2 Jul 2001 22:43:24 +0200, Subject: [SL team] sl webserver ) ; 
* Scoutlink general information sheet: Mike_uk announced that it should be ready for the first week of August; 
* Scoutlink rules sheet: Tabaqui and IRON[Fe26 are working on it ( but everybody can give their idea and help here ) . They have completed the Council, the Country Coordinator, the web and tech team parts. They will publish that when at least these part will be ready and written in "english" .
* For Tech Team situation we have a big problem: Biff in a few weeks should leave for navy academy. So he won't be abale to support the network anymore ( at least in a first phase ) . So the council decided to ask the TT to choose a new co-ordinator.( by August ) ..to produce an action plan ( by September ).

5. ScoutLink e.V.friendly society/club
Another interesting subject. The question was raised about registering an organisation/club/association to enable domain names to be owned. It was decided that it would be too hard to do this on an international basis. The Council confirmed what has decided meetings ago. Each Country can organize itself in the best way for the development of Scoutlink in that Country. Global Scoutlink will only care of two global domains:scoulink.net and scoutlink.org.

6. MOTD - List running
Leon published on TheTeam a list of all MOTDS that are running on the network. After a long discussion Council decided to let MOTD stays as is now based on users country; but it will be published on the new website too and a welcome message will invite users to take a look at that page.

7. Nickserv Could it be possible to get a list of all nickserv-admin and nickserv-helper? Fworld: is that bot running or not?
* The Fworld Robot is off. This is due to some temporary problems with updating of c/n lines that allowed it to work on servers. Some Techteam members think that it is too buggy and useful only for Joti. The Council should ask the TechTeam for further information about that project. 
* Nickserv. The council decided to keep nickserv autopurge after three months of inactivity of a particular nick. Users going on leave for vacations, trips and so forth could turn on the autopurge on their nick manually.

9. Eurolife
Scoulink don't have any problems on that channel. Channel was open friday and it will stay open untill it will be necessary. 

10. Name of the English Language Channel
Again the problem about the possibility to split #english channel from #jambo. After a long conversation ( log is avaiable ) the council voted and there was a tied vote. So users will be asked for opinions and the Council will reconsider next meeting. 

11. Election of Woody like IRCOP
The council thinks that it doesn't need another IRCOP. But instead it is going to ask Woody to take place in the council as new Switzerland Country Coordinator ( hence as a Global Op ). He is to be asked to contact Luchs for that. Each idea from switzerland about this will be discussed on the next meeting. 

12. News server
Again the problem of News server. IRON[Fe26 will talk to Woody ( that is who manages this in some way ) about the possibility for keep them working on Scoutnet swiss servers. A copy of the dossier will be sent to the Scoutlink Council. ( Please take a look at note number 8 about this problem ).

13. Other business
The Council talked about CC, IRCOPS, CHANOPS and TECHTEAM who are not active. Council voted for a proposal to delete all of these where they have not been active for three months. If they know in advance of an extended absence, they may 'apologise' and hold the position with an appointed deputy as needed (ie techteam/cc) ; A list of who is going to be deleted will be published on Theteam and Scoutlink council lists as soon as possible.

14. The log of conversation and the next meeting
The log will be avaiable for all memebers of the council behind request to the secretary. The outcomes of the meeting will be published in a web site by the Chair.

The next meeting will be Friday 14th September at 21.00 GMT on #council
